Uganda has a problematic internet freedom record under President Museveni. The government imposed a social media tax in 2018 that significantly reduced mobile social media usage. During the 2021 election, Facebook, Twitter, Instagram, WhatsApp, and Telegram were blocked for days. Mobile internet was completely shut down on election day. The Computer Misuse Act has been used to arrest users for social media posts. VPN use increased dramatically post-2021. For travellers to Bwindi or Queen Elizabeth National Park, connectivity is limited regardless.
