Ukraine has a largely free and open internet, but the wartime environment since 2022 has introduced significant changes. Russia-linked platforms โ VKontakte, Odnoklassniki, Yandex, Mail.ru โ have been blocked since 2017 under NSDC decrees. Internet infrastructure has been targeted by Russian strikes.
